Savage has a traffic problem that's really a marketing problem. The city put it plainly when its council approved a downtown redevelopment plan in December 2024:

Highway 13 is both our greatest asset and challenge - while it brings over 50,000 vehicles past downtown daily, it also creates a barrier to entering the area. Currently, less than 10% of that traffic makes its way onto Quentin or Lynn Avenues, our main downtown access routes.

  • Downtown along Highway 13. Roughly 17 blocks of the late-1800s town, reached by Quentin and Lynn Avenues. A downtown site should say which cross street to turn on and where to park, on every page, because that's the first question a driver has.
  • County Road 42. The east-west arterial for the suburbs south of the river runs from Shakopee to Hastings and crosses Highway 13 in Savage. Businesses here compete with Burnsville's, Savage's larger neighbor to the east, so the site has to give people a reason to stay on this side of the county line.
  • The river side. Savage grew up as a Minnesota River port. Navy ships were built here during World War II, the port turned to shipping farm commodities after the war, and the city is now an industrial and manufacturing job center for the south metro.
